Requirements

  • An electrical engineering degree (Bachelor’s or above) from an accredited program and a minimum of seven years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
    • Design office experience shall not count toward an employee’s experience
    • A Professional Engineering License (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
  • Knowledge of International Codes required
  • Experience in assessing and responding to Requests for Information (RFI)
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required
  • Must be able to read design/construction drawings and be able to understand design narratives and calculations
  • Must understand and be able to interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines

  • Specific experience with high and low voltage equipment, as well as telephone and fire alarm systems desired

Description

WORK LOCATION: CHIANG MAI, THAILAND

PROJECT DURATION: 6 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM

 

The Chiang Mai New Consulate Compound (NCC) is a design/build project located on a property a few kilometers to the east of the existing U.S. Consulate. The property is along a ringroad/highway 11 and immediately south of a furniture/housewares store. It has several existing buildings, which must be demolished, prior to new construction commencing. The compound will have a new office building, warehouse, utility building, three CACs, a Marine residence, and athletic field.

  • Functioning as the Electrical Engineer, providing OBO/Chiang Mai a full range of critical engineering, construction quality assurance, management, and technical oversight of the Chiang Mai NCC Project
  • Performing technical inspections of electrical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance
  • Support and assisting OBO/Chiang Mai in ensuring the completion of the project in accordance with contract requirements
  • Developing working knowledge of all technical requirements of project
  • Providing Quality Assurance for ongoing construction project
  • Reviewing contractor submittals
  • Evaluating proposed submittal substitutions with engineering implications; making recommendations to the Project Director
  • Coordinating the development of Independent Government Estimates (IGEs) for modifications and change orders
  • Preparing Monthly Progress Reports and attending meetings summarizing project status, with emphasis on engineering
  • Ensuring that the contractor is performing the required contract work in accordance with the design documents
  • Reviewing engineering shop drawings and determine if the contractor has complied with the final design parameters
  • Observing onsite construction and determining if construction elements are being installed, formed, and executed properly
  • Performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
  • Monitoring the construction contractor’s quality assurance and safety program
  • Monitoring construction progress vis-à-vis the project schedule and submitting weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performing technical inspections of the electrical elements of the project
  • Other related duties as assigned by the Project Director
