Requirements

  • An electrical engineering degree (Bachelor's or above) from an accredited program and a minimum of seven (7) years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
    • Design office experience shall not count toward an employee's experience
    • A Professional Engineering License (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
  • Must understand and be able to interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines.
  • Knowledge of International Codes required
  • Working knowledge of all technical requirements of project
  • Experience in assessing and responding to Requests for Information (RFI)
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required.
  • Some of the essential functions of the job have a physically demanding component. In the execution of the duties and tasks listed above, Construction Engineers MUST have the ability to:
    • Work in confined areas such as crawl spaces, attics, utility pits, tunnels, manholes, and other confined spaces;
    • Work from heights such as rooftops, ledges, scaffolding, including climbing extension ladders and scaffolding;
    • Move and handle heavy objects (up to 50 pounds of weight) such as equipment, tools, and other building materials;
    • See objects that are near, far, in color, or at night, possibly including depth perception; and
    • Hear speech or other sounds, possibly including sufficient sensitivity to hear sounds of low volume or in noisy environments;
    • Manage periodic work that requires regular and recurring periods of prolonged standing, bending, and stretching
 

Description

WORK LOCATION: KIGALI, RWANDA (U.S. EMBASSY)
PROJECT DURATION: 12 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM

 

The position functions as the Electrical Engineer, providing OBO/Kigali a full range of critical engineering and construction quality assurance and management and technical oversight of the Kigali Energy Project. Construction and Solar Power expertise is preferred.

  • Performs technical inspections of electrical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance
  • Supports and assists OBO/Kigali in ensuring the completion of the project in accordance with contract requirements; specific experience with high and low voltage equipment, as well as telephone and fire alarm systems desired.
  • Ensures that the contractor is performing the required contract work in accordance with the design documents
  • Reads design/construction drawings and understands design narratives and calculations
  • Reviews engineering shop drawings and determines if the contractor has complied with the final design parameters
  • Observes onsite construction and determines if construction elements are being installed, formed, and executed properly
  • Performs quality assurance tasks, ensures contractor's work is properly inspected and corrective actions take place, ensures materials meet contract, reviews contractor submittals for compliance with contract requirements, and resolves conflicts
  • Monitors the construction contractor's quality assurance and safety program
  • Monitors construction progress vis---vis the project schedule and submits weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performs technical inspections of the electrical elements of the project
  • Replaces all site lighting with LED lighting; the new site lighting will meet current OBO site lighting standards and may not necessarily mean a replacement of existing lamps/fixtures; this will be determined during the design process
  • Installs a new 368 KW solar photovoltaic parking canopy at the staff parking lot; this will include new canopies which cover all staff parking stalls with a PV -roof- installation of the new structure will result in the removal of existing landscape islands and result in a net increase of parking stalls as well as creating shaded parking
  • Improves the existing roof mounted solar photovoltaic systems at the GSO and WHE buildings; the existing PV panels and mounting system will remain on the roof and the existing central inverters will be replaced with string inverters
  • Provides Quality Assurance for ongoing construction project
  • Reviews contractor submittals
  • Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director.
  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders.
  • Prepares Monthly Progress Reports and attends meetings summarizing project status, with emphasis on engineering
  • Other related duties as assigned by the Project Director
